<div>LA County children's social workers spoke about how caseloads and unmanageable volumes of paperwork -- caused in large part by an explosion of new departmental policies and bureaucratic procedures -- are hindering their ability to protect children placed in protective care.</div><div><br /></div><div><a href="http://www.seiu721.org/May%209%20Monica%20Garcia%2080x80.jpg"><img alt="May 9 Monica Garcia 80x80.jpg" src="http://www.seiu721.org/assets_c/2012/05/May%209%20Monica%20Garcia%2080x80-thumb-80x80-8347.jpg" class="mt-image-right" style="float: right; margin: 0 0 20px 20px;" height="80" width="80" /></a>"LA County social workers are the last line of defense for LA's most vulnerable children," said LA Unified School District Board President Mónica García. "Social workers must be able to do social work to protect our children, we need to reduce bureaucracy and reduce their caseloads." García added her name to a growing list of community advocates calling for common sense reform at DCFS.</div><div><br /></div><div>The rally culminated with the child advocates marching on the Supervisors' offices to deliver their demands.</div><div>1. CUT THE RED TAPE. Launch a fast-track review of the entire DCFS policy and procedures guide with a goal of reducing red tape and maximizing time spent on direct service to children and families.</div><div>2. CUT POLICYMAKERS ON THE FRONTLINES. Direct all members of the DCFS policy-making staff to perform frontline casework one day per month to review working conditions firsthand.</div><div>3.&nbsp;SEE FOR YOURSELF. This is a child safety issue when social workers voice, "It's beyond human capability to read and comply with all of this bureaucracy and properly service a caseload at the same time -- something has got to give.         <![CDATA[<u>Overview</u><br />The April meeting proved to be a productive one with many cost saving opportunities presented and explored by members. In fact, one of the proposals could yield cost savings and provide critical training for members in MOU 8 and 17. <br /><br /> ]]>
        <![CDATA[<u>Cost Savings</u><br /><br />One very promising idea generated by JIMEE committee members is for the inclusion of a City Employee Participation Level in the pre-proposal phase. The City Employee Participation Level would require, when feasible, for a request for proposal (RFP) requesting engineering services to contain a level of participation on technical tasks to be done by City employees. <br /><br />Two other cost savings initiatives were presented by members of the JIMEE committee and revolved around making design information survey and boring logs more accessible to project managers and engineers and creating procedures to reflect the use of this information. For example, boring information is collected throughout the city but all logs may not be reported to a centralized location. Also, currently designers may not access previous soil engineering information before requesting additional geotechnical services. If these logs were centralized designers would have all this information to consult before incurring additional costs. <br /><br />These cost savings measures would not have been presented without the input of the membership.         <![CDATA[Ventura County Animal Control members have their hands full with the large number of exotic animals that are ending up in county animal shelters.&nbsp; The <a href="http://www.vcstar.com/news/2012/may/07/finding-a-home-for-an-exotic-animal-like-a-can/">Ventura County Star ran a front-page story</a> on the strange collection of animals and how members are handling the situation.<br /><br />In the article, SEIU 721 members Seth Hipple (far left) and Tony Ochoa (far right) are seen carrying a massive Burmese python.&nbsp;<br /><img alt="Animal-Control-exotic-animals-vc-star.jpg" src="http://www.seiu721.org/Animal-Control-exotic-animals-vc-star.jpg" class="mt-image-right" style="float: right; margin: 0pt 0pt 20px 20px;" width="164" height="296" /><br /><div><br /><font style="font-size: 1.25em;"><b>Here's an excerpt from the Ventura County Star:</b></font><br /><br />Reporter John Scheibe writes:<br /><br /><blockquote><i>"As with all other pets left at the shelter, workers examined the python for problems and found it had a small injury that needed to be stitched up."<br /><br />Fortunately for workers, the snake was accustomed to being handled by its owner and was a lot more congenial than other reptiles that have gone through the shelter."</i></blockquote><br />Later in the story, some of the other unusual shelter residents cared for by our workers are described:<br /><br /><blockquote><i>"...the shelter generally has at least one exotic animal. Recent guests have included boas, an alligator and a dragon lizard. And that is why I am supporting Mike Soubirous for the Riverside County Board of Supervisors in District 1.<br /><br /></div>]]>
        <![CDATA[While walking door-to-door each Saturday, I have been spreading Mike's 
vision of greater transparency in county government, term limits for 
supervisors, more accountability and more responsiveness&nbsp;to the public. I
 am often asked what party Mike is affiliated with, and I tell people 
that the office of County Supervisor is nonpartisan, but to answer their
 question,&nbsp;he is a Republican. I further explain that I am a Democrat 
supporting him and those walking with me, like my co-workers, are of 
various political persuasions. But we are all convinced that 
Mike&nbsp;Soubirous&nbsp;is a principled leader who will bring about much needed 
change on the Board of Supervisors. <br />&nbsp;<br />It sometimes seems strange 
to say that I am a Democrat supporting a Republican running against the 
Democrat currently in office. But that incumbent is Bob Buster, a 
career&nbsp;politician who appears to believe the position is his for life. 
Bob Buster has a long history on the Board of not being responsive to 
residents and county workers. He is also belligerent&nbsp;and disrespectful 
toward those who attempt to speak up at board meetings.<br /><br />During our 
recent contract negotiations, he gave no credence to our member's 
struggles. Instead, he used divisive language, disrespected workers who 
were telling of their hardships and dismissed those stories as being 
"trumped up." This is not the leadership we need nor deserve.<br />&nbsp;<br />I 
may not always agree with Mike Soubirous&nbsp; on every issue. But I am 
convinced that, when in office, he will be trustworthy, aboveboard and 
will listen to his constituents, treating everyone with respect.<a href="https://www.facebook.com/WorkingFamiliesForMike"><img alt="i_like_mike_button" src="http://www.seiu721.org/regions/inland_empire/i_like_mike_button_web.jpg" class="mt-image-right" style="float: right; margin: 0 0 10px 10px;" height="168" width="170" /></a><br />&nbsp;<br />The

        <![CDATA[<div>AB 2439 makes corporations report what they are actually paying in California taxes<b>. It has been estimated that some corporations are currently exploiting up to $50 billion a year in corporate loopholes and tax breaks</b>, but currently the public has no way of knowing because they are not required to disclose.&nbsp;</div><div><br /></div><div>On April 23, Assembly Member Eng presented the bill to the Assembly Revenue and Taxation committee. &nbsp;<b>Supporting testimony was given by Blanca Gomez, Executive Board Member of SEIU 721 and Los Angeles County Social Worker and the California Tax Reform Association (CTRA), California Federation of Labor, CalPIRG, ACCE, PICO CA and SEIU State Council.</b></div><div><br /></div><img alt="Blanca-Gomez_LACounty_80x80.jpg" src="http://www.seiu721.org/assets/member_photos/Blanca-Gomez_LACounty_80x80.jpg" width="80" height="80" class="mt-image-left" style="float: left; margin: 0 20px 20px 0;" /><div>"<b>AB 2439 is NOT anti-business.</b> The majority of businesses in California DO contribute a fair share of taxes. But, there is good reason to suspect that SOME corporations have used tax breaks and loopholes that allow them to pay little or no taxes at all in California, testified <b>Blanca Gomez.</b> &nbsp;"All Californians, and especially the tens of thousands of <b>children whose welfare is entrusted to LA County social workers, deserve a rational tax system that does not leave revenues on the table or allow desperately needed tax dollars to disappear down a loophole </b>whose fiscal impact is not clearly understood."
