The LA City engineers' contract calls for an important Joint Initiative for Maximizing Engineering Efficiency ("JIMEE") committee. Committee members monitor city engineering contracts, review contracting-out processes, identify inefficiencies and propose solutions to the City Council. The committee is made up of two representatives from MOU 8, two representatives from MOU 17, four representatives from management and one representative from the CAO's office. JIMEE Committee Report - Nov. 29, 2012

In the November JIMEE Committee meeting, we explored reshaping the Cost Allocation Plan (CAP) rates for competitive in-source bidding. This is one of the top recommendations from the JIMEE Committee that we'll make to the City Council and mayor.

JIMEE Committee Report - August 2012

At this month's meeting, the JIMEE Committee gathered to understand and polish the seven cost saving measures to which we agreed in previous caucuses. The list is below.

The first recommendation concerning CAP rates left us with a few unanswered questions. We will need to consult with the LA City Controller's office to get explanations to our questions.

JIMEE Committee Report - July 24, 2012

At the JIMEE meeting, we presented nine cost savings initiatives under consideration for further action. There was no consensus on which ones were the JIMEE Committee's top priority. However, it appeared that modifying CAP rates, backfilling critical positions and using a peer review team during design are near the top of the list.

During our last committee meeting we were able to agree on two cost saving initiatives:

  • Using an experienced peer review team to examine design documents (plans and specification) in the early stages of project development in order to avoid costly design field changes

  • Developing a city-wide project delivery manual

The April meeting proved to be a productive one with many cost saving opportunities presented and explored by members. In fact, one of the proposals could yield cost savings and provide critical training for members in MOU 8 and 17.

Delegate Nominations and Elections Information for the 2012 SEIU Convention

This year, SEIU members from all corners of the United States and Canada will participate in the upcoming SEIU Convention in May 2012 in Denver, Colo.

The SEIU Convention is held every four years. This notice is to inform SEIU Local 721 members that 30 delegate seats must be filled by a formal nomination and election process in accordance with the SEIU 721 Bylaws, the SEIU Constitution and federal law.

The 30 seats are divided proportionally by region based on the number of dues-paying members in each unit. Please see the document: "Summary of Convention Delegates by Region."
